{"id":862,"date":"2013-06-17T12:48:38","date_gmt":"2013-06-17T12:48:38","guid":{"rendered":"http:\/\/nusum.wordpress.com\/?p=862"},"modified":"2013-06-17T12:48:38","modified_gmt":"2013-06-17T12:48:38","slug":"a-chatham-house-party-for-blueprint-2020","status":"publish","type":"post","link":"https:\/\/strategyguy.com\/NuSum\/2013\/06\/17\/a-chatham-house-party-for-blueprint-2020\/","title":{"rendered":"A Chatham House Party for Blueprint 2020?"},"content":{"rendered":"<p><a href=\"http:\/\/nusum.wordpress.com\/wp-content\/uploads\/2013\/06\/flickr_-_sasoriza_-_rays_in_a_dark_room.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-867\" alt=\"Flickr_-_Sasoriza_-_Rays_in_a_dark_room\" src=\"http:\/\/nusum.wordpress.com\/wp-content\/uploads\/2013\/06\/flickr_-_sasoriza_-_rays_in_a_dark_room.jpg?w=600\" width=\"600\" height=\"400\"><\/a>This post is about a getting an idea out there.<\/p>\n<p>Last week the Clerk announced<a href=\"http:\/\/clerk.gc.ca\/eng\/feature.asp?pageId=350\" target=\"_blank\" rel=\"noopener\">&nbsp;Blueprint 2020<\/a>, this is an exciting initiative that invites Public Servants to participate in shaping the future of a \u201ccapable and high performing\u201d Public Service that embraces \u201cinnovation, transformation and continuous renewal\u201d. The vision is based on the following guiding principles:<\/p>\n<ul>\n<li>An open and networked environment that engages citizens and partners for the public good;<\/li>\n<li>A whole-of-government approach that enhances service delivery and value for money;<\/li>\n<li>A modern workplace that makes smart use of new technologies to improve networking, access to data and customer service; and,<\/li>\n<li>A capable, confident and high-performing workforce that embraces new ways of working and mobilizing the diversity of talent to serve the country\u2019s evolving needs.<\/li>\n<\/ul>\n<p>I was with a group of indeterminate&nbsp; public servants during the Blueprint202 webcast and more than once heard hesitation to making a frank comment because it might be a CLM (Career Limiting Move). &nbsp;Over the years I have heard that term many times and it seems to me that we need to get those frank comments out in the open. This made me think that maybe there is a place for responsible anonymous input into the vision something like a&nbsp;Chatham House event perhaps?<\/p>\n<p>\u201cWhen a meeting, or part thereof, is held under the&nbsp;<a title=\"Chatham House Rule\" href=\"http:\/\/en.wikipedia.org\/wiki\/Chatham_House_Rule\" target=\"_blank\" rel=\"noopener\">Chatham House Rule<\/a>, participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.\u201d<\/p>\n<p>The Chatham House Rule may be invoked at meetings to encourage openness and the sharing of information.<\/p>\n<p>I like the sound of Chatham House Party, but that is probably because I have teenagers. For a more politically correct approach you could also hold a Chatham House Workshop.
